Presidenta del ente electoral negó derecho de pregunta a periodistas de medios privados

El 30 de mayo de 2013, Tibisay Lucena, Presidenta del Consejo Nacional Electoral (CNE) negó el derecho a preguntar a los reporteros de los periódicos privados Eugenio Martínez, de El Universal, y Yamis Urbano de El Nacional. La situación ocurrió durante una rueda de prensa que realizó el organismo comicial para anunciar la fecha de las próximas elecciones municipales, a efectuarse el 8 de diciembre de este año. Martínez señaló que funcionarios de seguridad lo siguieron por las oficinas del CNE para ordenarle que se retirara de la institución del Estado. El hecho ocurrió en Caracas, Distrito Capital.

Cuando le tocaba el momento de preguntar a Eugenio Martínez, Tibisay Lucena “en este momento culmina la rueda de prensa dirigida a los periodistas dedicados a informar y no a opinadores políticos”. También quedó sin posibilidad de preguntar  Yamis Urbano, del diario El Nacional.

Eugenio Martínez relató a IPYS Venezuela que presume que esta negativa responde a un artículo de opinión que él firmó en El Universal, titulado “El error 0 del CNE”, en el que el periodistas expone algunas percepción a propósito de los resultados de la auditoría que realizó el ente electoral a los resultados de las elecciones presidenciales del 14 de abril, a solicitud de fuerzas políticas de oposición ante algunas dudas de las cifras de votación que dieron como ganador a Nicolás Maduro, por un margen cerrado de diferencia por encima de Henrique Capriles.

Martínez explicó que llegó a las 2:30 p.m. atendiendo la convocatoria de prensa que realizó el CNE, y se anotó, entre los primeros en la lista de preguntas que mantiene el órgano para los reporteros. Sin embargo, en la rueda de prensa, que se efectuó a las 9:00 p.m., cuando le tocaba preguntar a Martínez -de acuerdo a lo que anunció moderador de la actividad- la Presidenta del CNE dio por terminadas sus declaraciones. El periodista de El Universal informó que solamente pudieron realizar planteamientos en la rueda de prensa la representación del canal privado Globovisón, y los medios estatales Venezolana de Televisión (VTV), y la Agencia Venezolana de Noticias (AVN).

Eugenio Martínez agregó que luego de este incidente funcionarios de seguridad lo siguieron hasta una de las oficinas del CNE y pretendían ordenarle que se retirara de la institución.

Martínez informó que ésta es la primera que vez que el ente electoral le prohíbe la posibilidad de preguntar en una actividad de prensa en la institución electoral. Según su testimonio, como precedente, en enero de 2013, Tibisay Lucena había calificado a Martínez como un “actor político” durante una rueda de prensa.

Este incidente evidencia limitaciones al acceso a la información pública, por la negativa de un funcionario estatal de ofrecer declaraciones a periodistas de algunos medios de comunicación, por diferencias en condiciones ideológicas. Además, se demuestra un uso abusivo del poder estatal, debido a que Lucena dijo que no declaraba a “opinadores políticos”, justo cuando le correspondía a Martínez formular sus interrogantes.

Caracas: President of elections entity refused the right to question to journalist of private media

On May 30, 2013, Tibisay Lucena, president of the National Elections Council (CNE), refused the right to ask to the reporters of private newspapers Eugenia Martínez, of El Universal and Yamis Urbano of El Nacional. This happened during a press conference by the elections entity to announce the date of the upcoming municipal elections, on December 8 of this year. Martínez pointed out that security officials followed him to the CNE offices to order him to leave the state entity. This happened in Caracas, Capital district.

When it was the turn for Eugenio Martínez to ask a question, Tibisay Lucena said “this is the time when the press conference for journalists dedicated to informing and not for political opinion-makers”. Yamis Urbano, of the El Nacional newspaper, was also left unable to ask a question.

Eugenio Martínez told IPYS Venezuela that he presumes this refusal was due to an opinion article signed by him in El Universal, entitled “El error 0 del CNE” (translated as ¨The CNE´s 0 error¨), in which the journalist exposed perceptions on the results of the audit by the elections entity on the results of the April 14 presidential elections, requested by opposition political forces due to doubts in the voting figures that declared Nicolás Maduro the winner by a very close margin of difference above Henrique Capriles.

Martínez explained that he arrived at 2:30 p.m. attending the press call made by the CNE, and included himself among the first on the list of questions set up by the entity for the reporters. However, at the press call which took place at 9:00 p.m., when it was Martínez´ turn to ask the question -based on the announcement of the moderator- the president of the CNE ended the conference. The journalist of El Universal informed that at the press call only the representation of private channel Globovisión and state owned media channels Venezolana de Televisión (VTV) and Agencia Venezolana de Noticias (AVN) were able to ask questions.

Eugenio Martínez added that after this incident, security officials followed up to one of the offices of the CNE and attempted to order him out of the entity.

Martínez informed that this was the first time that the elections entity prohibits the possibility of asking questions at a press call in the elections institution. Based on his testimony, as a precedent, in January 2013, Tibisay Lucena had called Martínez a “political player” during a press conference.

This incident evidences a limitation to accessing public information, by the refusal of a state official to offer declarations to journalists of certain media due to ideological differences. It also demonstrates an abusive use of the state´s power, since Lucena stated she gave no statements to “political opinion-makers”, just when it was Martínez´ turn to ask his questions.
