El 27 de enero de 2013, funcionarios de seguridad carcelaria -pertenecientes al Ministerio para el Servicio Penitenciario- que fungen como custodios internos en el Centro Penitenciario de Centrooccidente les quitaron los equipos fotográficos y eliminaron todas las tomas que realizaron los reporteros gráficos Elías Rodríguez, Leandro Torres y Luis Iturriaga, de los diarios regionales privados El Impulso, El Informador y El Mío, respectivamente.
El hecho ocurrió durante un recorrido que hizo la ministra para el Servicio Penitenciario, Iris Valera y representantes del Sistema Nacional de Medios Públicos, por el penal, conocida como la cárcel de Uribana (ubicada en las adyacencias de Barquisimeto, estado Lara), tras el anuncio de desalojo de este penal, por el enfrentamiento ocurrido el 25 de enero de 2012, en este recinto penitenciario, que dejó 58 personas muertas y 95 heridos según las cifras oficiales.
Luis Iturriaga, reportero gráfico del diario El Mio, explicó a IPYS Venezuela que cuando la ministra estableció un pase en directo para el canal Vive, del Sistema Nacional de Medios Públicos, durante el recorrido por la cárcel, el ambiente se tornó tenso con los periodistas que se encontraban en el lugar. “Nosotros pasamos sin ningún problema con la autorización de las autoridades. Pero mientras se hacia la transmisión, de repente se me acercó un custodio que andaba con franela negra, pantalón con estampado de camuflaje y botas negras, y me preguntó que para qué medio trabajaba. Después, se le acercó al compañero de El Impulso e Informador, y les hizo la misma pregunta. Luego nos llamó a todos y nos exigió que entregáramos el equipo, porque supuestamente no estábamos autorizados en ingresar a ese lugar”, relató. Las cámaras se las devolvieron al finalizar la actividad.
Iturriaga indicó que otros compañeros entregaron de una vez sus cámaras fotográficas pero él puso resistencia porque “estaba en desacuerdo con la medida”. Agregó que los custodios internos “borraron todas las imágenes y nos sacaron hasta el frente del internado e indicaron que no debíamos permanecer dentro de las instalaciones”. Aclaró que él y la reportera de El Mío que lo acompañaba, fueron invitados de manera formal y el diario suministró nuestros datos, tanto de identificación como la cédula de identidad. Por ese motivo, no entiende porque luego que están dentro del penal un custodio comenzó a preguntarles quién los había invitado a la actividad.
Otros incidentes
En esta misma coyuntura, el 25 de noviembre de 2013, la ministra para el Servicio Penitenciario, Iris Varela acusó a Globovisión, planta televisiva privada, y a la página web de El Impulso, periódico privado de circulación regional, de incitar a la violencia y ser los responsables del enfrentamiento ocurrido en el Centro Penitenciario de Centrooccidente -ubicado en las adyacencias de Barquisimeto, capital del estado Lara (/alerta?id=3281).

Penitentiary custodians erased the photographic material during an official inspection in Uribana
On January 27, 2013, jail security officials -employed by the ministry of penitentiary services- acting as internal custodians at the Central-western penitentiary center took away the photographic equipment and eliminated all the shots made by graphic reporters Elías Rodríguez, Leandro Torres and Luis Iturriaga, that work at private regional newspapers El Impulso, El Informador and El Mío, respectively.
This happened during an inspection by Iris Valera, the minister for penitentiary services and representatives of the National System for Public Media, through the jail known as the Uribana jail (located on the outskirts of Barquisimeto, Lara state), after announcing the evacuation of this facility, due to the confrontation which took place on January 25, 2012 in this penitentiary center, which left 58 deceased and 95 injured according to the official figures.
Luis Iturriaga, graphic reporter of the daily El Mio, explained to IPYS Venezuela that when the minister established a direct pass for Vive TV channel, of the National System for Public Media, during the jail inspection, the climate became tense among the journalists that were there. “We entered without any problem, with an authorization issued by the authorities. But while the broadcast was being aired, suddenly a custodian dressed in a black T-shirt, camouflage pants and black boots came up, and asked me what media I worked for. Later he approached my colleagues of El Impulso and El Informador, and asked them the same question. He called all of us and demanded that we hand in our equipment, because supposedly we were not authorized to enter that place”, he recalled. The cameras were returned at the end of the activity.
Iturriaga indicated that other colleagues immediately handed over their cameras but he posed some resistance because “he disagreed with this action”. He added that the internal custodians “erased all the images and drove us out, to the front of the center and indicated that we could not remain within the facilities”. The officials alleged that they “eliminated the photos because we supposedly took them without authorization”.
He clarified that he and the female reporter from El Mío that was accompanying him were formally invited and the newspaper furnished our data, our identification as well as our identity card numbers. For that reason, he does not understand why, after he was inside the jail a custodian started asking them who had invited them to the activity.
Other incidents
In this same watershed, on January 25, 2013, Iris Varela, the minister for penitentiary services, accused Globovisión, a private TV station, and the web page of El Impulso, a private newspaper of regional circulation, of inciting violence and made them responsible for the faceoff which took place at the Central-western penitentiary center -located on the outskirts of Barquisimeto, the capital of Lara state (/alerta?id=3281).
