El 17 de febrero de 2013, una comisión del Grupo Antiextorsión y Secuestro de la Guardia Nacional Bolivariana, cuerpo de seguridad del Estado, detuvo de manera arbitraria a un reportero gráfico y un chofer del diario La Verdad, en Maracaibo. El hecho ocurrió en el sector Ciudad Lossada, en la capital del estado Zulia, al occidente del país.
Tarquino Díaz, reportero gráfico de larga trayectoria, explicó a IPYS Venezuela que llegó al sector a fotografiar un tumulto de basura que tiene varios días y que afectaba a los residentes de la comunidad. El basurero improvisado estaba a pocos metros de la sede del Grupo Antiextorsión y Secuestro.
Después que hizo las fotografías se montó en el vehículo y tomaron la avenida Guajira, de Maracaibo, cuando una comisión los interceptó y le pidió los documentos. Uno de los militares abordó el carro que ofrece servicios al diario y pidió regresar a la sede militar. Allí iniciaron un interrogatorio que se extendió por más de dos horas.
Díaz explicó que los militares le dijeron que era ilegal que le tomaran fotografías a la sede castrista sin consentimiento, y que estaba incurriendo en un delito. Díaz se negó a entregar la tarjeta de la memoria de la cámara fotográfica, pese a que accedió a borrar todas las imágenes en las que se viera la sede contra extorsión y secuestro. El reportero detalló que los militares le dijeron que ellos “no sabían si se trataba de algún atentado contra la sede y que si les pasaba cualquier cosa, ya sabían a quién buscar”, en tono amenazante.
Gustavo Ocando, jefe de edición del diario La Verdad, periódico privado de circulación regional, llegó a la sede a acompañar a los detenidos -Tarquino Díaz y Larry González, chofer-. La entrevista terminó después del mediodía.
Las detenciones arbitrarias y las acciones de intimidación contra los equipos reporteriles, en medio de su labor informativa, son contrarias a los estándares internaciones de libertad de expresión, debido a que colocan obstaculizan y colocan en riesgo las actividades de los trabajadores de la prensa.

A National Guard arrested a graphic reporter in Zulia
On February 17, 2013, a commission of the anti-extortion and abductions group of the Bolivarian National Guards, a state security corps, arbitrarily held a graphic reporter and a chauffeur of the newspaper La Verdad, in Maracaibo. This event took place at the Ciudad Lossada sector in the capital of Zulia state, to the west of the country.
Tarquino Díaz, a graphic reporter with a long career, explained to IPYS Venezuela that he arrived to the sector to photograph a pile of rubbish that was piling up for days and was affecting the health of the residents of that community. The improvised dumpster was a few feet from the headquarters of the anti-extortion and abductions group.
After he took the photos he got into his car and headed towards Guajira Avenue in Maracaibo, when a commission intercepted him and asked for his papers. One of the military men entered the car that offers services to the newspaper and asked to be taken to the military headquarters. Once there, they started interrogation proceedings which lasted more than two hours.
Díaz explained that the military men told him it was illegal to take photos of the military headquarters without consent, and told him he had incurred in a crime. Díaz refused to hand in the camera´s memory card, although he did agree to erase all the images which showed the anti-extortion office. The reporter detailed that the military told him that they “could not tell if it was an attack against their office and that if anything happened to them they knew who to look for”, in a threatening tone.
Gustavo Ocando, the chief editor of the newspaper La Verdad, a private daily that circulates in that region, arrived at the office to accompany the persons arrested -Tarquino Díaz and Larry González, the chauffeur. The interrogation concluded after midday.
Arbitration arrests and detentions and intimidatory actions against reporter crews while doing their work run counter to international freedom of expression standards, because they hinder and jeopardize the activities of the press.
