El 14 de febrero de 2013, efectivos de la Guardia Nacional Bolivariana, cuerpo militar del Estado, agredieron a Olivier Fernádez, reportero de Televen, canal privado de alcance nacional; y a los reporteros gráficos Esaúd Olivares, del diario privado El Universal y Juan Camacho, de la agencia internacional News Report. Además, los funcionarios obstaculizaron la labor de los equipos reporteriles cuando cubrían una manifestación pacífica de estudiantes de varias universidades del país, en la sede de la Embajada de Cuba en Venezuela, ubicada en Caracas, Distrito Federal.
Los estudiantes ejercían su derecho a la protesta pacífica y se concentraron con la intención de entregar una comunicación a los representantes diplomáticos de Cuba en Venezuela, para exigir información sobre el estado de salud del presidente de la República Hugo Chávez, quien se encuentra de reposo postoperatorio en ese país desde el 11 de diciembre de 2012.
Un grupo de estudiantes que participaban en esta acción, presuntamente, fue detenido por la Guardia Nacional. Ante esta situación, otros de los jóvenes que manifestaban en el lugar decidieron encadenarse (atando sus manos como medida de protesta) frente a la sede diplomática, y fueron reprimidos por los efectivos militares. Los equipos reporteriles observaban y hacían tomas de lo que estaba sucediendo cuando fueron agredidos por efectivos de la Guardia Nacional.
Oliver Fernández, reportero de Televen, relató a IPYS Venezuela, que justo cuando los estudiantes se encadenaron, se acercó a él un funcionario militar y le ordenó que se retirara del lugar. En seguida, se acercó otro efectivo policial, quien le lanzó el escudo (herramienta de defensa militar) y le dio un golpe en la cabeza. Además, gritó improperios y descalificaciones en su contra por realizar su labor informativa.
En las inmediaciones del lugar, también, fueron agredidos Esaúd Olivares, reportero gráfico de El Universal y Juan Camacho fotógrafo de News Report. Reyes Theis, reportero de El Universal, quién acompañaba a Olivares, contó a IPYS Venezuela, que cuando los efectivos militares empezaron a reprimir la protesta de los estudiantes, los fotógrafos de distintos medios que se encontraban en el lugar, empezaron a captar las imágenes, e inmediatamente un militar golpeó en la boca al fotógrafo de El Universal. Un oficial de la Guardia Nacional, también, ordenó a otros uniformados que le quitaran la cámara a Olivares. Luego del incidente, Theis se acercó a un funcionario y le pidió que le devolvieran la cámara, sin embargo, esperaron cerca de una hora y no lograron que le devolvieran la herramienta de trabajo. En esa misma circunstancia, fue agredido físicamente el fotógrafo de News Report a quien, además, un militar le rompió el lente de su cámara.
Por su parte, Daniel Guillermo Colina, reportero de Globovisión, planta televisiva privada, denunció que efectivos de seguridad del Estado le ordenaron que se retirara del lugar.
Este incidente evidencia un uso abusivo del poder, por parte de los funcionarios militares, que obstaculizan la labor de la prensa. Las agresiones físicas, los daños a las herramientas de trabajo y las limitaciones arbitrarias a la cobertura de la prensa sobre los asuntos públicos, configuran violaciones a la libertad de expresión e información, y son contrarias a las disposiciones constitucionales de Venezuela.

Military men assaulted reporters when they were covering a student protest
On February 14, 2013, guards from the Bolivarian National Guard Corp, the state´s military corps, assaulted Olivier Fernández, reporter of Televen -a private nationwide channel- and graphic reporters Esaúd Olivares from the private newspaper El Universal and Juan Camacho, of the News Report international news agency. The guards also hindered the work of the reporter crews when they were covering a peaceful manifestation of students from several of the nation´s universities in front of the embassy of Cuba in Venezuela, in Caracas, federal district.
The students were exercising their right to peaceful protest and met there to hand in a communiqué to the diplomatic representatives of Cuba in Venezuela, demanding information on the health condition of the president of the republic Hugo Chávez, who is completing his post-op recovery in that country since December 11, 2012.
A group of students participating in this event was presumably arrested by the national guards. In light of this, other young persons manifesting in the place decided to chain themselves (tying their hands in protest) in front of the diplomatic location, and were repressed by the military officers. The reporter crews watched and taped what was going on, when they were assaulted by national guards.
Oliver Fernández, reporter of Televen, told IPYS Venezuela that at the same time when the students were chaining themselves, a military man approached him and ordered him to leave the premises. Right away, another police officer approached him, threw his shield (a tool for military defense) at him and gave him a blow to the head. He also shouted insults and bad words at him for doing his job of informing.
In the vicinity of the location, Esaúd Olivares, graphic reporter of El Universal and Juan Camacho, photographer of News Report, were also assaulted. Reyes Theis, reporter of El Universal, who was accompanying Olivares, told IPYS Venezuela that when the military officers started repressing the students´ protest , photographers from various media who were there started capturing the images and immediately a military punched the photographer of El Universal in the mouth. A National Guard officer ordered other uniformed officers to take away Olivares´ camera. After the incident, the journalists approached an official and asked him to please return the camera but after waiting for almost one hour they did not manage to get their work tool back. During this event, the photographer of News Report was physically assaulted and a military broke his camera´s lens.
Daniel Guillermo Colina, reporter of Globovisión -a private TV plant- also denounced that state security officials ordered him to leave the premises.
This incident is evidence of an abusive use of power by the military officers, who hindered the labor by the press. Physical aggressions and assaults, damaged work tools and arbitrary limitations to coverage of public interest by the press, are all violations to the freedom of expression and information and run counter to the provisions in the Venezuelan constitution.
