El 15 de abril de 2013, específicamente a las 3:00 p.m., resultaron heridos un grupo de reporteros gráficos que se encontraban cubriendo una manifestación de ciudadanos en la sede de la dirección regional del Consejo Nacional Electoral (CNE) del estado Lara, ubicada en Barquisimeto, capital de la entidad, en la región Centroccidental del país. La agresión fue propiciada por funcionarios de la Guardia Nacional Bolivariana (GNB), cuerpo militar del Estado.
La situación se generó mientras las personas exigían al órgano electoral el escrutinio de los comprobantes de votación, luego de los resultados que ofreció el CNE el 14 de abril que daba como ganador de la contienda electoral presidencial a Nicolás Maduro, con 7.575.506 votos, lo cual representaba 1,59% por encima que los votos obtenidos por Henrique Capriles Randonki.
Ricardo Marapacuto, reportero gráfico del diario privado local El Impulso, informó a IPYS Venezuela que recibió una pedrada, pero se encuentra fuera de peligro. Dijo que mientras cubría la información que se estaba suscitando en el lugar, se produjo un altercado entre un ciudadano y un efectivo de la GNB, cuerpo de seguridad del Estado, y eso generó una situación en la cual también resultaron heridos los reporteros gráficos Héctor Andrés Segura, quien trabaja de manera independiente y con 23 años de experiencia en el fotoperiodismo; Juan Carlos Leal, de El Impulso; y Héctor Azuaje, del Diario de Lara, periódico local privado. Igualmente, resultaron agredidos 17 ciudadanos.
También, Richard Lameda, reportero de El Impulso; y Marla Prato, corresponsal en estado Lara del diario El Universal, periódico privado de Caracas, denunciaron que, presuntamente, funcionarios de la Guardia Nacional, dispararon contra ellos, sin lograr ser impactados por las balas. Lameda denunció que un efectivo le disparó pese a que él se identificó como periodista.
Segura relató que se acercó al lugar para captar algunas imágenes y se encontraba en las adyacencias del lugar, cuando se percató que había un conflicto entre un grupo de estudiantes y efectivos de la GNB, quienes comenzaron a disparar perdigones y bombas lacrimógenas para dispersar la protesta pacífica.
Dijo que con él se encontraba otro reportero gráfico al que no pudo identificar porque no conoce su nombre y aseguró que ambos recibieron perdigonazos en sus cuerpos. A Segura lo hirieron en la rodilla, glúteos y detrás de la rodilla.
Marapacuto afirmó que desde muy temprano la GNB hizo un cerco en las cuatro esquinas del CNE y dispersaron la protesta. Con respeto a situación como reportero se quejó por no contar con las medidas e implementos de seguridad necesarias para cubrir este tipo de eventos. “No tengo ni casco, ni chaleco anti-balas, ni máscara, por eso me vi muy afectado por el humo de las bombas lacrimógenas”.

Graphic reporters injured during peaceful manifestation at the CNE offices in Lara
On April 15, 2013, specifically at 3:00 p.m., a group of graphic reporters covering a manifestation of citizens at the headquarters of the regional office of the National Elections Council (CNE) in Barquisimeto, capital of Lara State in the central-west part of the country, were injured by officials of the National Bolivarian Guard Corps (GNB), a state military force.
The situation took place while the persons demanded that the elections entity scrutinize or manually count the voting ballots as a result of the CNE´s declarations on April 14 announcing Nicolás Maduro as the new president with 7,575,506 votes, representing 1.59% of advantage over Henrique Capriles Radonski.
Ricardo Marapacuto, a graphic reporter of the local private daily El Impulso, informed IPYS Venezuela that he was hit by a stone but is out of danger. He said that while he was covering the information on what was going on in the place, an altercation ensued between a citizen and an officer of the GNB -a state security corps- which generated a situation where graphic reporters Héctor Andrés Segura, a freelance journalist with 23 years´ experience in photojournalism; Juan Carlos Leal, of El Impulso and Héctor Azuaje, of the Diario de Lara, a private local newspaper, were also injured as well as 17 citizens.
Richard Lameda, reporter of El Impulso and Marla Prato, correspondent in Lara state of the daily El Universal, a private newspaper of Caracas, denounced that officials of the National Guards allegedly shot against them but the bullets did not hit them. Lameda denounced that an officer shot at him although he identified himself as a journalist.
Segura stated that he came to the location to capture some images and was in the vicinity of the area when he realized that a conflict was underway between a group of students and GNB officers who started to shoot pellets and tear gas to disperse the peaceful protest.
He said that he was accompanied by another graphic reporter he was not able to identify because he does not know his name, and assured us that they were both impacted by pellets in their bodies. Segura was injured in the front and back of his knees and buttocks.
Marapacuto affirmed that at a very early time the GNB put up fences on the four corners of the CNE and dispersed the protest. As a reporter, he complained because he was not granted the necessary safety measures and implements to cover this type of event safely. “I have no helmet, no anti-bullet life vest, no tear gas mask, and that´s why I was severely affected by the smoke of the tear gas”.
