El 2 de marzo de 2013, Nicolás Maduro, Vicepresidente de la República cuestionó las informaciones publicadas por los diarios privados El Universal y El Nacional, sobre el presunto traslado de Hugo Chávez, presidente de la República, a la isla de La Orchila (al norte de Venezuela) luego de estar internado en el Hospital Militar, en un proceso de recuperación. Argumentó que estos medios promueven una “estrategia de terrorismo mediático” que busca desacreditar la actual gestión gubernamental.
El vicepresidente ofreció estas declaraciones, desde la Isla de Coche, estado Nueva Esparta (al norte del país) en el marco de lanzamiento del Sistema Bolivariano de Comunicación e Información (SiBCI), en cadena nacional de radio y televisión, de transmisión obligatoria.
Maduro señaló que El Nacional y El Universal no tienen ética y mienten a sus lectores debido a que difunden información falsa. Argumentó que estos medios buscan generar “intriga”. Asimismo acusó al diario ABC de España de supuestamente tener una campaña en contra del gobierno de Venezuela.
El Nacional y El Universal difundieron un reporte del diario ABC de España que hacía referencia a un supuesto traslado de Hugo Chávez, a la residencia presidencial de La Orchila, por su delicado estado de salud, luego de permanecer recluido en el Hospital Militar, ubicado en Caracas. Esta información habría sido obtenida de manera extraoficial, la cual fue desmentida por las autoridades venezolanas ( http://www.abc.es/internacional/20130301/abci-chavez-isla-orchila-201302282104.html).
El 1 de marzo de 2013, el vicepresidente ejecutivo denunció que algunos medios internacionales crean rumores y promueven una campaña de desestabilización contra el gobierno de Venezuela ( http://www.youtube.com/watch?feature=player_embedded&v=EfszSAaIYUk). Por su parte, Ernesto Villegas, ministro de señaló que diversos sectores que no simpatizan con el gobierno nacional mantienen “una operación psicológica desplegada para generar intranquilidad en el pueblo venezolano” ( http://www.minci.gob.ve/2013/03/ministro-villegas-pide-respeto-para-familia-del-presidente-chavez/).
En diversas oportunidades, los representantes del gobierno venezolano han desmentido informaciones sobre supuestas revelaciones en relación a la salud del presidente, publicada en medios extranjeros, entre los que se incluyen los periódicos españoles El País, y el ABC de España, y El País.
Opacidad
La ambigüedad, la ausencia de información calificada por una junta médica, y la opacidad han marcado el manejo informativo por parte del poder ejecutivo en relación al estado de salud del Presidente de la República (/news_deinteres?tipoPub=Nacionales&id=3280 ).
Uso abusivo
Estas declaraciones de los representantes ejecutivos configuran un uso abusivo del poder estatal que buscan descalificar la labor de la prensa plural e independiente.

Vice-president of the republic accused newspapers of promoting media terrorism
On March the 2nd, 2013, Nicolás Maduro, Vice-president of the republic, cast doubt on the information published in private newspapers El Universal and El Nacional, on the presumed transfer of Hugo Chávez, the president of the republic, to La Orchila island, located towards the north of Venezuela, after having been recovering at the military hospital. He argued that these media are promoting a “media terrorism strategy” with the aim of discrediting the current government´s actions.
The vice-president offered these statements during a national compulsory radio and TV broadcast from Coche island, Nueva Esparta state, located towards the north of the country, within the framework of the launch of the Bolivarian Communication and Information System (SiBCI).
Maduro pointed out that El Nacional and El Universal have no ethics and lie to their readers because they divulge fake information. He argued that these media seek to generate “intrigue”. He also accused the newspaper ABC of Spain of allegedly instigating a campaign against the government of Venezuela.
El Nacional and El Universal printed a report by the daily ABC of Spain making reference to the alleged transfer of Hugo Chávez to the presidential residence at La Orchila, due to his delicate health condition, after having been at the military hospital in Caracas. On March 1st, 2013, the executive vice-president denounced that some international media were creating rumors and promoting a destabilizing campaign against the Venezuelan government ( http://www.youtube.com/watch?feature=player_embedded&v=EfszSAaIYUk). Ernesto Villegas pointed out that diverse sectors that were not supporters of the national government maintain “a psychological operation deployed to generate unease in the Venezuelan people” (http://www.minci.gob.ve/2013/03/ministro-villegas-pide-respeto-para-familia-del-presidente-chavez/).
On several occasions, representatives of the Venezuelan government have dispelled information on alleged disclosures regarding the president´s health published in the foreign media, among which are included the Spanish newspapers El País, ABC of Spain and El País.
Opacity
Ambiguity, the absence of information by a qualified medical board and a lack of transparency have characterized the executive power´s handling of the information regarding the president of the republic´s state of health (/news_deinteres?tipoPub=Nacionales&id=3280 ).
Abusive use
These declarations by the executive power representatives represent an abusive use of the state´s power, that seeks to dismiss the work of a plural and independent press.
