Relatoría Especial condena asesinato de periodista en Paraguay

Washington D.C., 24 de junio de 2014. – La Relatoría Especial para la Libertad de Expresión de la Comisión Interamericana de Derechos Humanos (CIDH) condena el asesinato de Édgar Fernández, periodista de Radio Belén Comunicaciones, ocurrido el 19 de junio en la ciudad de Concepción, departamento de Concepción, Paraguay. La Relatoría manifiesta su preocupación e insta a las autoridades paraguayas a actuar con urgencia para identificar los motivos del crimen y poner en práctica todos los instrumentos jurídicos con los que cuenta para sancionar a los responsables materiales e intelectuales del mismo.

De acuerdo con la información recibida, Fernández habría regresado a su vivienda tras culminar su programa periodístico ‘Ciudad de la furia’, cuando un desconocido habría entrado hasta su hogar, le habría disparado en varias ocasiones, y habría huido en una motocicleta junto a otra persona. Según la información disponible, el periodista era conocido porque en su programa realizaba duras denuncias y críticas a las autoridades de la zona. Según lo informado, el periodista habría recibido amenazas. El 21 de junio las autoridades habrían anunciado la captura de un hombre sospechoso de estar vinculado al asesinato.

Para la Relatoría Especial es fundamental que el Estado esclarezca la causa de este crimen y exhorta a las autoridades para que investigue de manera exhaustiva la hipótesis según la cual el crimen habría podido estar asociado con el ejercicio de la profesión del periodista.

El principio 9 de la Declaración de Principios sobre Libertad de Expresión de la CIDH señala: “[e]l asesinato, secuestro, intimidación, amenaza a los comunicadores sociales, así como la destrucción material de los medios de comunicación, viola los derechos fundamentales de las personas y coarta severamente la libertad de expresión. Es deber de los Estados prevenir e investigar estos hechos, sancionar a sus autores y asegurar a las víctimas una reparación adecuada”.

La Relatoría Especial para la Libertad de Expresión es una oficina creada por la Comisión Interamericana de Derechos Humanos (CIDH), a fin de estimular la defensa hemisférica del derecho a la libertad de pensamiento y expresión, considerando su papel fundamental en la consolidación y el desarrollo del sistema democrático.

OFFICE OF THE SPECIAL RAPPORTEUR CONDEMNS MURDER OF JOURNALIST IN PARAGUAY

 

Washington D.C., June 24, 2014 – The Office of the Special Rapporteur for Freedom of Expression of the Inter-American Commission on Human Rights (IACHR) condemns the murder of Édgar Fernández, journalist of Radio Belén Comunicaciones, which took place on June 19 in the city of Concepción, department of Concepción, Paraguay. The Office of the Special Rapporteur expresses its concern and urges the Paraguayan authorities to take urgent action to establish the motive of the crime and to active all the legal instruments available to identify and punish the perpetrators behind this crime.

According to the information received, Fernández returned his home after completing his news program ‘Ciudad de la furia’ when a stranger come to his house and shot him several times. The stranger fled on a motorcycle with another person. The information available indicates that the journalist was known for his complaints and criticism of local authorities. According to the information received, the journalist had received threats. On June 21, authorities announced they captured a man suspected of being linked to the murder.

The Office of the Special Rapporteur considers it essential for the State to clarify the motive for this crime, and urges the authorities to thoroughly investigate the hypothesis that the crime could have been associated with the journalist’s work.

Principle 9 of the IACHR Declaration of Principles on Freedom of Expression states: “[t]he murder, kidnapping, intimidation of and/or threats to social communicators, as well as the material destruction of communications media violate the fundamental rights of individuals and strongly restrict freedom of expression. It is the duty of the state to prevent and investigate such occurrences, to punish their perpetrators and to ensure that victims receive due compensation.”

The Office of the Special Rapporteur for Freedom of Expression was created by the Inter-American Commission on Human Rights (IACHR) to encourage the defense of the right to freedom of thought and expression in the hemisphere, given the fundamental role this right plays in consolidating and developing the democratic system.
